I live in an apartment and certain parts of the wall won't hold a nail when I try to hang a picture or paper towel holder. It's as if the walls aren't hard enough. You're probably trying to drive a nail into nothing but drywall (sheetrock) and your landlord can make you pay for the holes you've already made! Drywall is not designed to hold any load bearing attachments for anything heavier than a picture or a small mirror, and if you yank on it with say a towel holder or such you can fairly easily break it out or even pull down a whole section. Most buildings have ';studs'; spaced 14 1/2 inches apart (16 inch center to center) which the drywall is attached to, and most brackets (such as towel holders) are made to fit that measurement, but be careful not to get too close to an electric outlet or switch or you can hit the wiring which runs through the ';studs'; to it. Also if in the bathroom or kitchen there will be water pipes (sometimes plastic) that are in there too. You can get a ';stud finder'; at almost any department or hardware store for less than ten bucks, but some of the newer buildings now use metal studs and you can't really nail into them with any success, you'll cause the screws above and below where you're working to pull in and rebound causing holes in the finish, you have to use drywall screws or something similar. More to it than you thought huh!
Chances are you are nailing into a section of the wall where you are only hitting the thin layer of sheetrock. You want to make sure to drive a nail through where a stud is located behind the sheetrock. At home depot or any other hardware store you can buy a device called a stud finder that will indicate where behind your wall they run.
