Nail Design Help? (picture included)?

Wondering if anyone knows how to create this kind of effect on their nails?

I have tried 'splattering' the blue %26amp; white nail polish on but to no avail. Help?

take a tooth pick and dip it in and then drag it around your nail and then let it rlly dry b4 you try to fix them up a little moreNail Design Help? (picture included)?
they use pens that have nail polish in them, they are called nail art pen. sally hansen sells them. i got mine from wal*mart for 6 or 7 dollers
They sell nailpolish with tiny slim brushes, you can prob. get them at walmart...
It has to be painted on with a super fine line brush.
